Roll Call – Councilor Graney, McNabb, Smith, Brower and Mayor Quill – Present

Staff – Mark Palesh, City Manager, Debra McCormick, City Clerk, John Rossi, Corporation Counsel, Lisa Green, Comptroller, Mike Hammon, Fire Chief, Mike Long, CIP Manager.

Pledge of Allegiance to the Flag – All stood for the Pledge of Allegiance.  Mayor Quill invited the Auburn Ice Hawks Mite Division Team to lead the pledge.

Moment of Silent Prayer or Reflection – Mayor Quill asked everyone to remain standing for a moment of silent prayer.

Public to be Heard –
Mary Lou Picciano, 32 Cayuga St. submitted her written comments to the clerk for the record rather than read them at the meeting.  

Merritt Fletcher, Auburn, - spoke to Council about the local taxi company.  He stated that the employees are rude and the service is poor. He asked the City to look into it.

Steve Burns 145 N Fulton St. and Auburn Ice Hawks Coach spoke to thank Council for honoring the team and for their support.

Presentations and Proclamations

Rear Admiral John Paddock, USN (Retired) who serves on the Central New York Employer Support of the Guard and Reserve committee along with Staff Sergeant James Weisbrod, U.S. Army Reserve, presented City Manager Mark Palesh with the Employer Support of the Guard and Reserve Patriot’s Award.  The Patriot Award was created by ESGR to publicly recognize American employers who provide support to their employees who have served their country.  

Mayor Quill presented a proclamation to the Auburn Ice Hawks proclaiming Thursday February 14th, 2008 as Auburn Ice Hawks Day in the City of Auburn.

Reports of City Officials

Councilor Brower reported that she attended a dinner recognizing Black History Month and a movie about Hip Hop music at the Auburn Public Theater followed by a discussion with the Community Wide Dialogue group.

Resolutions  

Agreement Resolution #13 of 2008 authorizing the Mayor to execute an Intermunicipal Agreement Mutual Sharing Plan with the Cayuga County Soil and Water Conservation District for assisting with the stream bank remediation project at 44 West Garden Street. Vote: Councilor Graney, McNabb, Smith, Brower, and Mayor Quill, aye.  CARRIED.

Financial Resolution #14 of 2008 authorizing the City Manger to make an advance of one-half of the 2008-2009 Seymour Library tax levy in the amount of $179,407.62. Vote: Councilor Graney, McNabb, Smith, Brower, and Mayor Quill, aye.  CARRIED.

Council Resolution #15 of 2008 authorizing the Mayor to enter into a cooperative bidding agreement with Cayuga-Onondaga B.O.C.E.S. for paper and janitorial supplies.  Vote: Councilor Graney, McNabb, Smith, Brower, and Mayor Quill, aye.  CARRIED.

Council Resolution #16 of 2008 authorizing the City Manager to advertise for bids for printed stationery, which includes letterhead, business cards and envelopes. Vote: Councilor Graney, McNabb, Smith, Brower, and Mayor Quill, aye.  CARRIED.

Council Resolution #17 of 2008 authorizing that a Public Hearing be held on Thursday February 28, 2008 regarding Local Law #1 of 2008 repealing the cents per gallon rate of sales and compensating use taxes on motor fuel and diesel motor fuel. Vote: Councilor McNabb, no. Councilor Graney, Smith, Brower, and Mayor Quill, aye.  CARRIED.

Council Resolution # 18 of 2008 authorizing the Mayor to enter into a retainer agreement with the law firm of Bond Schoeneck and King PLCC to provide legal consulting services for labor unions and other related employee matters. . Vote: Councilor McNabb, no. Councilor Graney, Smith, Brower, and Mayor Quill, aye.  CARRIED

Local Law  - FIRST READING – The City Clerk read the following for the record:

Local Law #1 of 2008 of the City Council of the City of Auburn, New York, repealing its cents per gallon rate of sales and compensating use taxes on motor fuel and diesel motor fuel, thus restoring its percentage rate of such taxes, pursuant to the authority of Article 29 of the Tax Law of the State of New York.

Other Business

Councilor Smith asked that a work session be scheduled to discuss the structure of the City’s Corporation Counsel.  
Councilor Smith commented on the proposed Local Law repealing the gas tax cap. He stated he was not in favor allowing citizens to be possibly taxed more.

Councilor McNabb also commented on the proposed Local Law repealing the gas tax cap.  He agreed with Councilor Smith and added that families cannot afford to pay and more.

Lisa Green, Comptroller commented on the tax and the timing of repealing the cap.
